TRUTH:ChinahasrepeatedlyrefutedtheclaimsthatChinaknewabout,acquiescedtoortacitlysupportedRussia"smilitaryaction,whicharepurelydisinformationintendedtoshiftblametoandslingmudatChina.

First,onU.S.bio-militaryactivitiesinUkraine,theAgreementBetweentheDepartmentofDefenseoftheUnitedStatesofAmericaandtheMinistryofHealthofUkraineConcerningCooperationintheAreaofPreventionofProliferationofTechnology,PathogensandExpertisethatcouldbeUsedintheDevelopmentofBiologicalWeaponssignedbythetwocountriesonAug.29,2005,clearlystipulatesthattheU.S.DepartmentofDefenserepresentativesshallhavetherighttoparticipateinallrelatedactivitiesatfacilitiesinUkraine;alldangerouspathogensinUkraineshallbestoredatdesignatedlaboratories;UkraineshallsharewiththeU.S.datageneratedbytherelevantsurveillancenetwork,transfertotheU.S.siderequestedcopiesofdangerouspathogenstrains,andwithholdinformationdesignatedbytheU.S.sideas"sensitive"frompublicdisclosure.

InNovember2021,theUnitedStatesadmittedthatithad26biolabsinUkraineinitsworkingdocumentsubmittedtothemeetingoftheStatePartiestotheBiologicalWeaponsConvention.AccordingtoafactsheetreleasedbytheU.S.DepartmentofDefenseinMarch2022,theUnitedStateswassupporting46facilitiesinUkraine.

OnMarch8,2022,U.S.UnderSecretaryofStateforPoliticalAffairsVictoriaNulandadmittedataSenatehearingthat"Ukrainehasbiologicalresearchfacilities,which,infact,wearenowquiteconcernedRussianforcesmaybeseekingtogaincontrolof,soweareworkingwiththeUkrainiansonhowtheycanpreventanyofthoseresearchmaterialsfromfallingintothehandsofRussianforcesshouldtheyapproach."

U.S.mediaalsocriticizedthattheU.S.governmentliedaboutthesecretbiologicallaboratoriesinUkraineandconcealedtherealpurposeofsupportingtheselaboratoriesfromthepublic.

Accordingtopublicinformation,theUnitedStateshasconductedmorebio-militaryactivitiesthananyothercountryintheworld.Itisalsotheonlycountrythathasusedbiologicalandchemicalweaponsinmultiplewars,andtheonlycountrythatopposestheestablishmentofamultilateralverificationmechanismfortheBiologicalWeaponsConvention,apublicstandheldbytheUnitedStatesformorethantwodecades.

Second,theUnitedStatesandNATOcausedtheUkrainecrisis.In1990,thenU.S.SecretaryofStateJamesBaker,duringhismeetingwithleadersoftheSovietUnion,promisedclearlythatNATOwouldmove"notoneincheastward."

AdocumentdisclosedbytheNationalArchivesoftheUnitedKingdomshowedthattheU.S.representativehadpromisedinnegotiationsbackthenthatNATOshouldnotexpandtotheeasteitherformallyorunofficially.

However,underthedominationoftheUnitedStates,NATOhasexpandedeastwardfivetimessince1999,increaseditsmembershipfrom16to30,andadvancedmorethan1,000kmeastwardrightuptoRussianborders,creatingaC-shapedencirclementoftheBlackSea.

RussiahasforyearsproposeddialoguewiththeUnitedStatesonanewEuropeansecurityarchitecture,onlytobeignoredbytheU.S.side.In2021,RussiaofferedtonegotiateandsignasecurityguaranteesagreementwithNATO,butwasstonewalledbytheUnitedStatesandNATO.

TheUnitedStatesandNATO,whilefullyawareofRussia"ssecurityconcerns,strengthenedmilitaryassistancetoUkraineandhelpedittrainmilitarypersonnel.AccordingtoU.S.mediareports,formerU.S.officialssaidthattheUnitedStateshasprovidedalargeamountofadvancedmilitarytrainingforUkrainianelitetroopsandspecialoperationforces.Since2015,theCIAhasconductedaseriesofintensivemilitarytraininginUkraineinvolvingguns,landnavigationandcamouflagetechniques.Theprogram,whichbeganunderPresidentBarackObama,wasexpandedunderPresidentDonaldTrumpandfurtherenlargedundertheJoeBidenadministration.

JohnMearsheimer,aU.S.politicalscientist,pointedoutthat"theWestbearsprimaryresponsibilityforwhatishappeningtoday."Hesaid,"HereI"mtalkingabouttheWest,wetookastick,andwepokethebearintheeye...andthatbearisprobablygoingtofightback,andthat"sexactlywhat"shappeninghere."

TheUnitedStateshasalsousedtheUkrainecrisistopushitsalliestoimposetougheconomicsanctionsandevenanenergyembargoonRussia.U.S.energycompaniescashedinonthecrisisandsoldtoEuropealargeamountofoilandgasatahighprice.

AccordingtoKpler,adataandanalyticsfirm,theEUimported38.86milliontonsofLNGin2022fromtheUnitedStates,whichaccountedforroughly41percentoftheEU"stotalLNGimportsandincreasedby23.59milliontonscomparedwith2021,ayear-on-yearriseof154percent.

Chinaisnotapartydirectlyinvolved,butdoesnotchoosetobeabystanderoraddfueltothefire,andstilllessexploitsthecrisis,Wangsaid,notingthateverythingChinahasbeendoingontheUkraineissueistofacilitatepeacetalks.
